Explanation:
This non-delivery report provides the relevant information about the email and the error which has occurred.  The {Issuing Server} is not always the server that the error has occurred at but rather the server that issued the error message to the 'Sender'.

The phrase "Could not deliver the message in the time limit specified." indicates the cause.  The error is self explanatory, however the time limit period varies with each service provider.  The SNMail email servers provide a limit of 24 hours before providing this notice.

Conclusion & Action Required:
The message has not received the intended recipient because the server has not been able to pass the email onto the recipient's server within the servers specified limit.  You may resend the email.  The problem may have been solved following the delivery failure.  If not then we would recommend contacting the recipient informing them that their server or service provider is experiencing problems.
